The Humanitarian and Compassionate (H&C) program allows those individuals to settle in Canada who are already in Canada, have no alternative suitable program pathway to apply for PR, and a person with “real need” to stay in Canada under humanitarian grounds.
Among other factors, IRCC also considers the hardship in the home country for H&C applicants. If there is a possibility of substantial social, financial, personal or political hardships if the applicant returns to their home country, the application may be considered positively. It is also strongly recommended that the applicant stays inside Canada all the time while the application is in process.
